狗在公共场合排便,狗主人不清理怎么办

在多伦多,真的有法律管的,简单粗暴总结:

1,如果发现狗主人没有清理在私人或者公共财产上的粪便,并知道狗主人地址,可以联系311,要求进行调查。
2,动物服务人员会联系狗主人,提供建议。
3,如果警告没起作用,会提出指控,证人可能需要出庭作证。屡犯者可以通过法院追究更高罚款。
4,粪便堆积产生异味也可以投诉,动物服务部门先是警告,如果未能达到预期效果,会起诉狗主人。

Removal of excrement - public property:

Every owner of a dog shall immediately remove excrement left by the dog on property anywhere within the City.

Contact 311 to submit a service request for investigation, if you can identify the address of the dog owner.

Unsanitary Conditions - Private Property (accumulation of fecal matter - odour)
An animal is kept in an unsanitary condition where the keeping of the animal results in an accumulation of fecal matter, an odour, insect infestation or rodent attractants, and where the accumulation of any of the aforementioned endangers the health of any person or animal or disturbs the enjoyment, comfort or convenience of any person

If this is a multi-residential property, speak to the Property Manager first. If this does not resolve the problem, then you can contact 311 to submit a service request for investigation.

Failure to stoop & scoop

Animal Service officers will caution the dog owner and advise that they are to:

Not allow the dog to be off leash when off their own property;
Remove defecation immediately;
Be in compliance of the City's licensing regulations. If the dog owner fails to comply with the by-law, charges may be laid. An eyewitness statement is required and the witness/complainant may be required to appear in court to testify. If the by-law infraction becomes habitual, higher fines can be pursued through the courts.
Unsanitary Conditions - Accumulation of fecal matter - odour

Animal Services will contact the animal owner to educate them about the bylaw. Without the address of the dog owner Animal Services cannot address the issue.

Should Animal Services warning fail to bring about the desired results, Animal Services can prosecute the owner if the resident observing the offence or being disturbed by the odour is able to provide the necessary details (e.g. date, time and location) of the infraction.

In the event that legal action is necessary, Animal Services will require the resident being disturbed by odour to provide evidence regarding the odour and how it is affecting the residents quality of life.

An odour package, which includes a Record of Odour Disturbance, will be sent to the complainant to document/establish the accumulation of fecal matter/odour and that the odour is disturbing the peace, rest, enjoyment, comfort or convenience. The person completing the Record of Odour Disturbance will be required to appear in court to testify to their documentation.
